How do I know if I have Wordpress.org?

There are two ways of knowing:
1. To use wordpress.org you need a server and a purchased domain, so you're probably paying a hosting company for this service.
2. Go to your wordpress dashboard and try to upload a new theme from your computer. You should be able to. 

I don't have a hosting service, which would you recommend?

I highly recommend Bluehost . I've worked with many hosting companies and, in my experience, this is by far the best to work with.
